The Moroccan government: foreign doctors to practice medicine in Morocco legally

Upon its meeting on Thursday, Morocco’s Cabinet, headed by Moroccan PM, Saadeddine Othmani, approved the bill No. 33.21 on changing and completing the Law No. 131.33 related to the practice of “medicine”, while scrutinizing some of the observations raised in this regard.

Within the same context, Morocco’s official spokesperson and current Minister of Education, Vocational Training, Higher Education and Scientific Research, Saaïd Amzazi, stated in a communiqué following the convening of the Council, that the draft law presented by the Minister of Health in this regard has thereby been approved in compliance with HM’s directives aimed at reforming the national health system, as well as implementing the provisions of Law No. 09.21 on social protection, noting that “it is now time to strengthen the medical human capital as it is an essential and decisive component of the effectiveness of the health system in our country”.

“The law in question stipulates reviewing the terms and conditions for foreigners to practice medicine in Morocco, as has been pointed out by HM the King on several occasions, provided his continuous calls to integrate the foreign workforce in sectors and professions suffering from shortage”, Amzazi declared.

“By virtue of the above, and in order to bypass the strict legal requirements imposed by Law No. 131.13 related to the practice of medicine by foreign doctors, and in the prospect of pursuing Moroccan expatriate-doctors into practicing medicine in their homeland, a draft law has been prepared to change and complete the current legal proceedings in this regard”, Morocco’s official spokesperson added.

“This law aims at enabling both Moroccan and foreign professionals to practice medicine in Morocco on a permanent basis, as well as lifting the restrictions on practicing medicine in Morocco for foreign doctors and Moroccan doctors residing abroad”, Amzazi concluded.
