Following is a concise summary and main highlight of the PAM intervention concerning discussions of the government program for 2012 – 2026:
• The announcement of the government coalition has occurred after a short period of time, the smoothness of constituting the government and the presentation of its program at the Parliament and its discussion today, all this represents a successful beginning and a sign that the government is determined for carrying out reforms and changes.
• We, in the PAM, we pay tribute to this new coalition as a democratic political alternative resulted in balloting boxes within the framework of power alternation and in constituting a powerful and harmonious government strongly eager for change and cut off with previous practices.
• The new government mandate has started in particular in accordance with Royal inaugural speech at the Parliament saying “the constitution of the new government has come at a time in which Morocco is inaugurating a new phase that requires more concerted efforts about strategic priorities to pursue the development process and confront external challenges to strengthen Morocco’s position and defend its supreme interests..”
• We hope that this government harmony will reflect and influence sectorial management in a way the government program will have its own deep impact on the territorial issue and therefore meet the expectations and needs of local populations; the fact which would bring trust back to institutions on the ground of the new development model.
• We should all be proud of the contribution to create this important step in our democratic choice following the victory in 2021 elections which have occurred in the best circumstances where political, participation has exceeded 50%.
• Especially that the outcome of the last elections have come in the context of supreme royal orientations that have stressed the fact that the situation requires a broad national mobilization, concerted efforts and making profits of important constitutional calendars to meet current challenges and achieve collective success on behalf of the nation and its citizens in the context of national unity and social solidarity.
• As being witnessed by foreign delegations which have come to monitor electoral operations, the electoral process has occurred in full neutrality, transparency and honesty.
• Due to the big loss of political time over the last decade because of narrow calculations and because of the lack of harmony in the former government performance, this election phase has enabled the current government to enjoy a strong and electoral umbrella that would make it capable of overcoming the problems of political harmony.
• The current government should be at the level of adhering to its majority program in all government sectors especially on social issues, namely education, training higher education, scientific research, health, employment, housing, informal economy fight against poverty and marginalization, developing rural areas all this will create a kind of satisfaction among larger categories of the society.
• The new development model opens larger horizons for the government and legislature actions with all their components and the new government is responsible for implementing that model as appointed out by His Majesty at the Parliament opening session.
• We extend our thanks to all citizens men and women who have put their trust in this government as an expression of the popular determination for change for the sake of a better and developed Morocco; and also to all members of the PAM and its sympathizers who have invested their own trust in the PAM.
• We, in the PAM parliamentary team, underline that Morocco has adapted its foreign policy with many regional and international changes as regard to its territorial integrity, the construction of the big Maghreb union as a regional power and the opening onto its Arab and Islamic spheres, the reinforcement of its relationship with African circle and its Euro-Mediterranean neighborhood.
• Morocco’s territorial unity issue is regarded as a priority for all Moroccans and the PAM team reasserts its commitment to pursue efforts for developing Southern provinces.
• Implementing the development model dedicated on behalf of those provinces represents a basic leverage to sustain natural and human resources in those provinces.
• Broad mobilization should be pursued, diplomatically, officially and unofficially to include all political powers under His Majesty King Mohammed VI leadership to confront enemies’ maneuvers and provocations against our territorial integrity.
• Morocco has largely contributed to North Africa and the Sahel area stability during the last decade and has emerged as an active player in the fight against terrorism.
• In this context, we praise the diplomatic victory achieved by Morocco regarding the Moroccan Sahara issue under the strong leadership of His Majesty Mohammed VI, especially with the recent U.S. recognition of the Moroccan nature of the Sahara, the fact which will help close that dossier once and for all.
• We also seize this opportunity to praise the Kingdom of Morocco official position calling for re-launching the peace process to reach a realistic, durable and fair solution to the Palestinian cause and fulfill the Palestinian people legitimate rights, in establishing an independent sovereign state with its capital Eastern Al Quds.
• We also support strongly the government to implement its program and we, in the PAM, are optimistic towards the success of this experience, especially that the program is integrally dedicated to deep political and democratic reforms; we also take into account the government awareness of the importance of pursuing the judiciary reform, support legal legislative bills in relation with freedoms, rights and human rights, on the top the penal code and the family status code.
• We also point out to the importance of allowing ultimate priority to tourism which has been largely affected by the Covid-19 pandemic and has had a big impact on larger categories of the sector components, including tourism transportation, cafes, restaurants, car rent agencies, handicrafts, traditional baths/hammams, public ovens and ceremonies caterers.
• The housing sector in general should also be given appropriate priority in handling problems, particularly social housing and fighting illegal inappropriate housing, caring about old houses eligible for collapse, urbanization documentation and establishing a new system for sustainable urbanization, as well as unifying systems and regulations pertaining to real estate and finally solving problems related to construction in rural areas.
• We record with big satisfaction the government President’s commitments to endorse those priorities summarized in the following three major axis:
• First, we support the State’ social pillars and its health care program on behalf of the citizen integrity and developing human capital and caring about culture and sports.
• Second to follow up national economy transformation for the sake of creating jobs for all and liberalizing economic activity for women.
• Third, embrace governance in serving citizens, controlling and assessing the quality of public services, renewing the program for reducing sectorial and social disparities, and speeding up the pace of digital transformation and a fair and responsible management of water resources and of the environment.
• The current government, due to the size of many expectations, is required to undertake a committed, serious and big effort to prove its willingness to overcome former deficits by presenting a reforming alternative in accordance with the principles of managing the country’s public issues and offering the occasion for everybody to bring and make participative contributions in reactivating political life and help large categories in integrating political institutions.
• We, in the PAM, contend that it’s our duty to support the government clear-cut program and should remind the government that it is in front of a hard test, it’s no longer possible to hide failures and shortcomings for this government performance and even to find pretexts in inappropriate constraints; the government is called to sustain the democratic process, regionalization and political participative approach.
• Education is important in the way that it should be basically a means not to win diplomas and certificates but a way to job market; as well as in the health sector, the right to access health services is not a goal in itself but medical treatment and hospitalization should the fundamental goal.
• We, in the PAM, support the government program commitments to create one million jobs during the five coming years and increase women activities to more than 30% instead of 20% right now, to activate broad social protection and render official the Berber language Amazigh by creating a special fund with one billion MAD budget by 2025 and gradually improve the Kingdom’s macro balances during the current government mandate.
• Public education should also be given the government’s special care and to reevaluate teaching job and improving the quality of teachers’ training.
• The same care should be also given to higher education, the training of executives, scientific research and Moroccan universities; to the sector of culture, communication, sports and youth.
• Our deep thanks and gratitude should be extended to the Moroccan Armed Forces, FAR, for their efforts to defend the nation integrity and pride and to all national security members for their monitoring the nation safety and that of its citizens, the national security for the safe protection of its territorial unity, safeguarding its peace and stability, to all the auxiliary forces and Ministry of Interior staff and the health corps which has constituted a protective shield in the efforts to fight the Covid-19 pandemic and its health implications.
