The Moroccan government adopted last Thursday, December 2, 2021, during its weekly council meeting, a bill related to the creation of a ministerial delegation in charge of human rights, its specialties and status; this bill will grants Minister of Justice Mr. Abdellatif Ouahbi, the legal authority to delegate his human rights competencies to a minister delegate in charge of human rights.
The Minister delegate in charge with relations with the Parliament and official spokesperson of the government, Mr. Mustapha Baytas, has clarified that this bill presented by the Minister of Justice, aims at moving, based on legal provisions, the human rights delegation to the Prime Minister’s office and therefore the human rights delegation will be under the supervision of the President of the government, who could, if necessary, annex it to any other government authority.
Mr. Baytas has made clear, in a press briefing held in the aftermath of the government council meeting, that thanks to that bill, the Minister delegate in charge of human rights could fulfill his mission assigned to the Ministry delegation under the authority of the President of the government.
According to the Minister of Justice new competencies as published in the official bulletin, the Ministry delegation in charge of human rights was annexed to the Ministry of Justice, to be under the authority of the Minister of Justice, contrary to the provisions of the first article of the bill 2.11.150 issued on April 11, 2011.
The Minister carries out his mission in the preparation and implementation of the government policy in the field of defending and safeguarding human rights and also in the field of international human law, in coordination with interested ministerial sectors and bodies.
