Ouahbi has promised lawyers with Masters’ degree

The Ministry of Justice is preparing a bill which will regulate the mission of a training institution for legal professions under the form of directories, each one will be in charge of basic and continuous training in each profession respectively, on top of them lawyers profession.

The Ministry has made clear, in response to a written question by a MP Mr. Mohamed Sabri, from the PAM, that in addition to contributing to the training of apprentice lawyers, it thinks about establishing partnership with Moroccan universities to help them get their Masters’ degree in legal sciences and has proposed to organize training sessions for the behalf of lawyers, in coordination with professional bodies, to develop their skills and keep abreast with new national and international legislations witnessed by the judiciary and lawyers profession.

On the other hand, the Ministry has acknowledged of some hardships about implementing article 6 of the law number 28.08 related to the amendment of lawyers’ profession regulations, which stipulate that “a certificate of practicing lawyers’ profession should be granted by a training institution accordingly with conditions prescribed by a regulatory text”.

The Ministry said that the output of that regulatory text was confronted by some difficulties which basically concern financial funds able to finance that institution”.

From his own side, MP Mr. Sabri has pointed out that “despite more than 13 years, the regulatory text remains unpublished and therefore action continues to be taken on the ground of second paragraph of the above-mentioned article, which stipulates that “the Justice Ministry continues to regulate a special test to grant eligibility certificate for the practicing of lawyer’s profession until the new text enters into effect”. Mr. Sabri has called on the Justice Ministry to reveal its strategy regarding the creation of that institution.
