Minister of Justice presents a bill to organize and manage penitentiary establishments

The government council held last Thursday, March 30, 2023 its meeting under the presidency of the government President Mr. Aziz Akhannouch to discuss and adopt a number of project bills and proposals to appoint high-level positions according to chapter 92 of the constitution.

At the beginning of the meeting, the government council has discussed project bill number 10.23 concerning the organization and management of penitentiary establishments, which was presented by Minister of Justice Mr. AbdellatifOuahbi, and which aims at reviewing bill number 23.98 concerning the organization and management of penitentiary establishments.

The project bill is aimed at safeguarding the safety of prisoners, of persons and prisons’ facilities and buildings; and therefore will contribute to maintaining public security and prisoners’ rights, their human conditions and their reintegration inside the society. Further provisions have been reinforced to protect individual needs for women, children and persons with special needs.

The project bill includes a number of provisions which help reinforce rights inside penitentiary establishments especially rehabilitation and reintegration of detainees according to a new approach that takes into account Morocco’s commitment to world charters and human rights principles as recognized internationally; and also its absolute commitment to protect and advance human right system.

The project bill has also quoted a human treatment for all persons deprived from their freedom that does respect their human dignity either for persons in custody, indicted or minors, and in general for all prisoners to be subject of a human treatment whose main goal is to rehabilitate and reform them socially.
