The justice, legislation and human rights commission at the House of Representatives has proposed to the Minister of Justice Mr. Abdellatif Ouahbi a number of measures and procedures aimed at refining the project bill related to the organization and management of penitential institutions.
Interventions of MPs during the commission’s meeting held on Wednesday, September 13, 2023, in the presence of the Minister of Justice, have focused on discussing the project bill number 10.23 related to the organization and management of penitential institutions, especially on the overcrowding phenomenon inside Moroccan prisons, reviewing conditions for custody detention and guarantees to benefit from temporary release and also implementing alternative punishments in efforts to render penitential institutions more productive through rehabilitation and reintegration programs.
MPs have praised in their interventions the provisions of the project bill for its formulation as well as for its contents which aim at humanizing penitential institutions by improving prisoners’ conditions and facilitating their reintegration into the society; they have also pointed out to the fact that the project bill reflects the government strong determination to speed up the implementation and updating of several legal bills.
MPs have also referred to conditions of the movement of prisoners’ families when making visits to jails, especially for prisoners’ mothers, therefore they have proposed to take into consideration the principle of regionalization and provide transportation means either for citizens or for prisons’ administrative staff.
