La promotion du capital humain “n’est pas un slogan circonstanciel”, mais un “choix stratégique” qui requiert des autorités publiques de prioriser l’humain et de réduire les inégalités, a souligné, mardi, la présidente du Conseil national des droits de l’Homme (CNDH), Amina Bouayach.
Dans une allocution à l’ouverture des travaux de la 7ème édition du Forum parlementaire international sur la justice sociale, qui se tient sous le Haut Patronage de SM le Roi Mohammed VI sous le thème “Capital humain : un levier fondamental de la justice sociale”, Mme Bouayach a mis l’accent sur la nécessité de mobiliser des financements importants pour investir dans le capital humain, à travers notamment l’enseignement, la santé et la protection sociale avec ses quatre composantes.
La préservation de la dignité des citoyens exige de renforcer leurs compétences et de leur garantir l’accès aux droits fondamentaux, en l’occurrence la santé et l’enseignement, a-t-elle poursuivi, notant que la protection de ces droits est une condition sine qua non pour consolider le capital humain et mesurer le niveau de la justice sociale.
Ces droits sont la pierre angulaire de la justice sociale, a relevé Mme Bouayach, expliquant que l’enseignement est un tremplin qui permet l’auto développement alors que la santé, physique et morale, constitue la base préliminaire des autres droits.
Selon la présidente du CNDH, les inégalités sociales et territoriales sont globalement dues à des politiques qui ne prennent en compte que les besoins pour répondre aux questions de développement, négligeant la dimension des droits et des libertés. Elle a appelé à cet effet à la nécessité d’intégrer les droits humains dans les politiques publiques pour répondre aux exigences du nouveau pacte social entre les citoyens et l’Etat.
Le renforcement de la dimension contractuelle contribuera à combler les fossés, a-t-elle insisté, notant que la situation des droits de l’Homme impacte la stabilité et la cohésion sociale.
D’après Mme Bouayach, l’une des leçons à tirer du chantier de réforme mené au Royaume et dans d’autres pays est que la mise en place des lois et des institutions est primordiale mais ne suffit pas à garantir le changement escompté.
Dans ce sens, elle a insisté sur l’importance de prioriser la dimension culturelle dans le débat de la justice sociale, qui vise à garantir l’égalité et à promouvoir la solidarité, et d’examiner les moyens de renforcer le rôle des établissements pédagogiques pour former des citoyens imprégnés par la culture des droits et des libertés.
La 7ème édition du Forum parlementaire connaît la participation d’un grand nombre de responsables gouvernementaux et parlementaires, d’experts et d’universitaires, ainsi que des représentants des instances politiques et des organisations professionnelles et syndicales.
Le choix du thème “capital humain” pour cette édition, en célébration de la Journée internationale de la justice sociale, s’inscrit dans le cadre de l’interaction institutionnelle continue de la Chambre des conseillers avec les directives royales éclairées sur les questions liées à la justice sociale, indique un communiqué de la Chambre des conseillers.
En vue d’approfondir le débat et la réflexion collective concernant les moyens de renforcer le capital humain à même d’instaurer la justice sociale et de promouvoir la mise en œuvre du nouveau modèle de développement du Royaume, les travaux de ce forum seront répartis sur quatre axes.
