الشنكيطي يدعو الحكومة لتكريس الطابع القانوني للضريبة والتأكيد على المواطنة الضريبية

دعا النائب البرلماني صلاح الدين الشنكيطي، إلى ضرورة وفاء الحكومة بالتزاماتها المضمنة في قانون الإطار المتعلق بالإصلاح الجبائي.

وطالب النائب البرلماني الحكومة في مداخلة وجهها للوزير المكلف بالميزانية خلال جلسة الأسئلة الشفوية المنعقدة يوم الاثنين 26 يونيو الجاري، بمجلس النواب، بضرورة الانكباب على إصلاح الورش الضريبي على القيمة المضافة وفق المبادئ المسطرة في قانون الإطار، لاسيما ما يخص العمل على تكريس مبدأ حيادية الضريبة وتوسيع نطاق تطبيقها وتكريس الحق في استرجاعها مع مراعاة الإبقاء على الإعفاء الذي يهم المواد الأساسية.

وأكد النائب البرلماني أن النموذج التنموي الجديد اعتبر النظام الضريبي ركيزته الأساسية لأنه سيعمل عل ضمان شفافية وفعالية تطبيق القواعد على الجميع في إطار الإنصاف والمساواة وإعادة توجيه نظام خلق القيمة نحو الاقتصاد التاجي وتشجيع الابتكار، والتوسع في سلسلة القيمة والحد من الاختلالات الاجتماعية والمجالية، وإطلاق الطاقات وتعزيز ظهور جيل جديد من الفاعلين الاجتماعيين والاقتصاديين.

وقال النائب البرلماني أنه “بالنظر الى أننا نترقب إعداد مشروع قانون مالية 2024، ندعو لإرساء مبادئ الإنصاف فيما يتعلق بإقرار الضريبة على الدخل مع توسيع عادل للوعاء الضريبي وتوفير الوسائل والأدوات اللازمة للإحاطة بالدخول انطلاقا من مصدرها”.

وأبرز النائب البرلماني أن الغاية تتجلى في تكريس الطابع القانوني للضريبة والتأكيد على المواطنة الضريبية، واحترام حقوق الملزمين ليحقق الإصلاح الجبائي أهدافه الكبرى، لاسيما المرتبط منها بأهداف الإنصاف والعدالة الضريبية والاجتماعية ليكون الأساس لبناء نموذج تنموي جديد مدمج ومستدام.
