بوخالي يوضح لأعضاء مجلس جماعة الصفاء ما جاء في تقرير المجلس الأعلى للحسابات الأخير

كشف محمد بوخالي رئيس المجلس الجماعي للصفاء بإقليم اشتوكة أيت باها، في افتتاحه لدورة أكتوبر العادية المنعقدة يوم الثلاثاء 2 أكتوبر 2019 بمقر الجماعة، (كشف) عن مضامين التقرير الصادر عن المجلس الأعلى للحسابات بخصوص مالية وأشغال المجلس الجماعي.

وأضاف بوخالي أن قضاة المجلس الجهوي للحسابات استغرقوا سنة ونصف في فحص مالية وأشغال المجلس الجماعي، مشيرا إلى أن الفحص أسفر على عدد من الملاحظات وتمت الإجابة عليها بوضوح.

وفي الإطار ذاته، أبرز بوخالي أن التقرير الأخير الخاص بقطاع الماء الصالح للشرب الصادر عن المجلس الجهوي للحسابات، أشار إلى ضرورة إشراف الجماعة على هذا القطاع وإرجاع مداخيلها لصندوقها، مؤكدا أنه لا يمكن ذلك في حالة الجمعيات التابعة للجماعة، بحيث جميع المشاريع المنجزة تم انجازها من ماليتهم الخاصة وبشراكة مع المجلس الجماعي، وبمساهمة المحسنين التابعة لمدشرهم، لهذا لا يمكن للجماعة الإشراف على قطاع الماء الصالح للشرب في هذه الحالة نظرا لاستقلاليته المادية والمعنوية.
