مجلس المستشارين.. لجنة العدل تشرع في مناقشة مشروع قانون تدبير وتنظيم المؤسسات السجنية

شرعت لجنة العدل والتشريع وحقوق الإنسان بمجلس المستشارين، اليوم الثلاثاء 19 مارس 2024، في مناقشة القانون رقم 10.23 المتعلق بتنظيم وتدبير المؤسسات السجنية، وذلك بحضور وزير العدل السيد عبد اللطيف وهبي.

ويأتي هءا المشروع تأكيدا لتوجيهات جلالة الملك لحماية حقوق الإنسان وجعلها في صلب المشروع الديمقراطي الحداثي الذي يقوده، لصيانه كرامة الفئات الهشة والتي من ضمنها نزلاء المؤسسات السجنية والنهوض بوضعيتها الاجتماعية.

ويهدف مشروع القانون إلى إعمال مراجعة شمولية وعميقة للقانون رقم 23.98 المتعلق بتنظيم وتسيير المؤسسات السجينة، تراعي الحفاظ على سلامة السجناء والأشخاص والمباني والمنشآت المخصصة للسجون، والإسهام في الحفاظ على الأمن العام وضمان حقوق النزلاء وأمنهم والنهوض بأوضاعهم الإنسانية.

وتم إعداد مشروع قانون تنظيم وتدبير المؤسسات السجنية، في إطار احترام كامل للقواعد النموذجية الدنيا لمعاملة السجناء 1957، ومبادئ حماية الأشخاص الخاضعين لأي شكل من أشكال الاحتجاز أو السجن، ومدونة قواعد السلوك للموظفين المكلفين بإنفاذ القوانين لسنة 1979، كما استلهم المغرب قواعد الأمم المتحدة النموذجية الدنيا لمعاملة السجناء المعروفة بقواعد نيلسون مانديلا.
