Minutes of the meeting of the House of Representatives presidency authority Thursday, December 23, 2021
In implementation of the contents of the government majority charter signed December 7, 2021, and which is aimed at an efficient and idealistic application of the government program clauses through the achievement of harmony among the majority components
And in application of the general principles included in that charter, which concern permanent coordination between the majority components inside the Parliament council, regarding the scopes of its work at the legislative institution.
The House of Representatives presidency authority held last Thursday December 23, 2021 its first coordination meeting, in the presence of Mr. Mohamed Ghayyat, chairman of the RNI team, Mr. Ahmed Touizi, chairman of the PAM team, Mr. Noureddine Medyane chairman of the Istiqlal party and Mr. Belaassal Chaoui, chairman of the Social Democratic Constitutional team.
In the aftermath of an introduction statement made by Mr. Mohamed Ghayyat, the group welcomed the presence of Mr. Belaassal Chaoui in those meetings about coordination among chairmen of the majority teams. Mr. Mohamed Ghayyat has expressed on behalf of his own team his gratitude of being part of the majority with which the Social Democratic Constitutional party shares the same orientations and same goals, expressing his readiness to work with his majority colleagues for the sake of the supreme interest of the nation and citizens.
From his side, Mr. Mohamed Ghayyat has extended to Mr. Belaassal Chaoui the government President’s regards and his thankfulness to his team for its commitment to common action and full coordination with the majority teams.
After deliberating comprehensively various issues concerning the House Council’s competencies action and work done by chairmen of the majority teams, not only in general orientations of the majority charter, but also in terms of coordinated action which ensures accurate mission of this majority, the meeting has reached the following decisions:
1. To agree to hold meetings of chairmen of the majority teams permanently (every two weeks) and when it’s necessary; to prepare reports of those meetings to Presidents and Secretaries General of the majority parties.
About legislative action, there was an agreement
on the following points:
1. Permanent consultation among the majority coordinators at the House commissions offices, making sure of not making any decision without informing chairmen of the teams about trending issues inside those commissions.
2. Adhering to the invitation of commissions’ chairmen to hold meetings of their bureaus in attendance according to a pre-defined agenda.
3. The necessity to coordinate about bills proposals to avoid any disagreement among them or with the majority general orientations.
About supervisory work, there was an agreement
On the following points:
1. Coordination about presenting requests for holding meetings of permanent commissions, through early messaging and agreement among teams about proposed topics.
2. Establishing an inventory of public institutions which could submit requests for fact-finding missions.
3. Acknowledging the work done by the monitoring commission of public finance and agreeing on continuing on this great process through proposing new topics for monitoring.
4. The necessity to invite the government to intensify efforts to respond to written questions in the legal deadlines.
5. In the context of complementarity and cooperation among the majority teams, chairmen of the teams present at the meeting have agreed on granting 3 supplementary minutes to the Social Democratic Constitutional team during the monthly oral session addressed to the government President.
About working days, there was an agreement on:
1. There was an agreement of organizing working days collectively and on monthly basis, after deliberations among chairmen of the teams regarding topics for those working days.
In conclusion, there was an agreement on holding a second coordinating meeting next Thursday, January 6, 2022.
