The Higher Council of Accounts report.. Minister of National Territory Rehabilitation presents the Ministry measures about urban agencies

Minister of National Territory Rehabilitation Urbanization Housing and City Policy Mrs. Fatima Zahra Mansouri has stressed that the Ministry is taking into consideration the recommendation issued by the Higher Council of Accounts (audit) in managing her department, which contributes to support good governance and linking responsibility with accountability.

Mrs. Mansouri has presented, in her statement read on her behalf by Minister of Justice during the public session devoted to discuss the presentation by first President of the Higher Council of Accounts, in reaction to the report issued by the Higher Council of Accounts as for 2021, a number of measures done by the Ministry about urbanization agencies, confirming that those agencies have moved from urban planning and technical training to the contribution to the development process, attracting investments and creating jobs opportunities.

Regarding the first recommendation about establishing tools and means of incitement for those agencies staff, Mrs. Mansouri has disclosed that the Ministry is working right now on revising the basic status of urbanization agencies through several amendments annexes to incite those agencies staff, attract specialized and skillful competencies with enough experience capable of meeting new challenges.

In implementation of the ministerial circular contents number 62 on January 5, 2022, the urbanization agencies have worked on establishing an appointment program and rotation system according to a specific schedule. Concerning the recommendation about the Ministry and the agencies’ contracts programs, the Ministry has endorsed since 2022 annual contracts with the agencies in the context of assessing and following up working programs.

Regarding the third recommendation, about urbanization agencies’ repositioning and reforming their legal status, Minister of National Territory Rehabilitation has considered that this recommendation is among the takeaways of the national dialogue for urbanization and housing calling for the necessity to implement larger regionalization process through the creation of 12 regional agencies.

The Ministry has also taken a series of measures about supporting investments opportunities, including the updating of bill number 12.90 about urbanization, major projects studies and preparation of a special charter for the urbanization agencies management.

In conclusion, Minister Mansour has pointed out to the acceleration of digitized services at the urbanization agencies since that 100% of those agencies rely now on e-services.
