Minister Abdellatif Ouahbi: Managing under custody condition requires a protection for the detainee and putting him at the availability of justice
Minister of Justice, Mr. Abdellatif Ouahbi presented in front of members of the government council meeting held last Thursday, April 7, 2022, a paper about a bill 2.22.222 regarding fixing the rules of offering meals to persons under custody, and detained juveniles and means to offer them meals.
Mr. Ouahbi has confirmed in his presentation of that bill that managing under custody condition and keeping juveniles among exceptional legal measures, whose goals are not to deprive the detained person from his freedom, but the necessity to carry out necessary investigation to discover reality about crimes and proofs-gathering about them, and also to provide protection to detained persons and put them at the availability of justice.
Mr. Ouahbi has clarified that the bill to fix those rules about food system and means to offer meals to persons under custody is included into the regulatory text number 89.18 which stipulates that the state assumes the responsibility of covering for meals costs on behalf of persons under custody.
According to law provisions number 01-22 about penal code in articles 66 and 460, the bill includes the number of meals for persons under custody and detained juveniles and has fixed three meals per day on the ground of a common decision by two government authorities the justice and the finance to determine the costs of those meals.
