أمل الفلاح السغروشني تستعرض بلجنة مراقبة المالية العامة أهم المنجزات والمكتسبات الوطنية المحققة في الإدارة الرقمية

قدمت السيدة أمال الفلاح السغروشني الوزيرة المنتدبة لدى رئيس الحكومة المكلفة بالانتقال الرقمي وإصلاح الإدارة، صباح يومه الثلاثاء 4 فبراير 2025، بلجنة مراقبة المالية العامة والحكامة بمجلس النواب، عرضا حول موضوع “التنمية الرقمية بالمغرب: مجهودات قطاعية تفتقد للالتقائية ولقيادة التغيير” المضمن في تقرير المجلس الأعلى للحسابات برسم سنة 2023-2022.

وذكرت الوزيرة خلال الاجتماع الذي ترأسه السيد محمد الحجيرة رئيس اللجنة، بالاستراتيجية الوطنية “المغرب الرقمي 2030”، التي تهدف بالأساس إلى توحيد وتنسيق الجهود من أجل ضمان الالتقائية والانسجام بين مختلف الشركاء والفاعلين المعنيين.

وبسطت الوزيرة أهم المنجزات والمكتسبات الوطنية في الإدارة الرقمية، مفيدة بأنه تم جرد أكثر من 600 خدمة عمومية متوفرة عبر الانترنيت 300 للمواطنين وأكثر من 200 خدمة للمقاولات وحوالي 100 خدمة موجهة للإدارات العمومية.

وأفادت الوزيرة بأنه قد تم دعم الإدارة في تبسيط ورقمنة المسارات عن طريق الشروع في مواكبة بعض القطاعات الحكومية من أجل تبسيط ورقمنة مسار الحصول على رخصة فتح واستغلال دور الحضانة، ومسار الترشيح لامتحانات الباكالوريا الحرة، ومسار الحصول على دعم الدولة المتعلق بالضريبة على الشركات والضريبة على الدخل بالنسبة للشركات العاملة في مجال ترحيل الخدمات.

وأبرزت الوزيرة بأنه قد تم إنجاز دراسة تقنية من أجل تحديد مستوى نضج سجلات البيانات الإدارية ومواكبة الإدارات لتحديد الإجراءات اللازمة لتطوير نضجها من أجل تسريع مشروع التبادل البيني.


وبخصوص البوابات المشتركة لتسهيل الولوج للخدمات، لخصتها الوزيرة في منصة “هويتي الرقمية”، ومشروع منصة الحساب الرقمي للمرتفق، وبوابة التشغيل العمومي، والنظام المعلوماتي المشترك لتدبير الموارد البشرية بالإدارات العمومية، ومنظومة تلقي ومعالجة وتتبع ملاحظات المرتفقين واقتراحاتهم وتظلماتهم.

وأكدت الوزيرة على تعزيز الترسانة القانونية للإدارة الرقمية، مع إطلاق شبكة سفراء الحكومة الإلكترونية والرقمية “رائد”، وإطلاق جائزة التميز في الحكومة الرقمية: جائزة ريادة، مع مواكبة للإدارة في إدارة التغيير.

وبخصوص المحفزات والمسرعات، أفادت الوزيرة بإطلاق الشطر الثاني من المخطط الوطني للصبيب العالي والعالي جدا (PNHD) لتغطية 1800 منطقة ذات تغطية ضعيفة أو منعدمة في أفق 2026، التغطية بخدمات الاتصالات من الجيل الخامس G5، التغطية بشبكات الألياف البصرية.
