“There is a large number of unemployed people who are not integrated into the workforce,” concluded a report by the Supreme Audit Institution, confirming with statistics that “of the more than 1.6 million job seekers registered with ANAPEC in 2019, only 14% were newly registered.”
In addition, Anapec continues to focus on qualified job seekers; that is, 300,000 job seekers enter the market each year out of a total of 600,000, particularly first-time applicants.
In their latest report, the judges of the Supreme Audit Court also noted that “the agency has not yet been established as a public employment service open to anyone seeking work.” They also noted that the National Agency for Employment and Skills Promotion (ANAPEC) faces difficulties in managing vocational training programs, particularly in the area of entrepreneurship; its position within the ecosystem lacks clarity, and its offerings remain limited. Consequently, the auditors of the Supreme Audit Office recommend “reorganizing” the agency to become a public employment service, while adapting programs to each category.
