Ahmed Akhshishen, Chair of the Committee on Ideological Documents, Programs, and Political Documents of the Preparatory Committee for the Fifth National Congress, outlined the report, which included summaries of the meetings held by the committee since the formation of the Preparatory Committee for the National Congress.
During his presentation of the committee’s report at the preparatory committee meeting held on the evening of Wednesday, November 22, 2023, at the Reception and Conference Center of the Ministry of Equipment and Transport in Rabat, Akhchichen emphasized that the Ideological Document Committee had focused, during its meetings, on reviewing the party’s literature, noting that the context of the Fifth National Congress will be exceptional for the party, given that the PAM’s choices have been largely finalized—a factor that will shape the nature of deliberations within the Congress; and that the party has transitioned from the opposition to governing, which necessitates a new assessment of priorities.

Mr. Akhshishin emphasized that, following the party’s revival, the committee has agreed to work on a single, concise document comprising several components that will be presented to the conferences and delegates of the Fifth National Congress; this document will serve as a covenant between the conferences, delegates, and party activists during the coming phase.
Akchichen stated that the committee members agreed on three components upon which the document is based: the first component concerns the changes that have taken place on the international stage; the second component pertains to the situation in Morocco; and the third component will define the priorities for the coming phase.
Akchichin emphasized that the committee’s goal is to strengthen its outreach efforts by holding a series of regional meetings, drawing on local expertise, and expanding contributions from individuals outside the party.
