At its weekly meeting on Thursday, April 6, the Council of Ministers approved Draft Decree No. 2.23.245, which sets forth the forms and procedures for disbursing funds and providing support from the Fund for the Modernization of Public Administration, Digital Transformation, and the Use of Amazigh. The draft was presented by the Minister Delegate to the Head of Government in charge of Digital Transformation and Administrative Reform, Ms. Ghita Mezzour.
According to a statement from the government spokesperson, this project is part of reform initiatives and programs aimed at streamlining and digitizing administrative procedures, supporting administrative decentralization, promoting good governance, ensuring the use of Amazigh in public administration, digitizing public administration, and supporting the digital economy and digital inclusion.
The statement noted that the project is part of efforts to implement the strategic vision for digital transformation, administrative reform, and the use of Amazigh, and is carried out in accordance with the provisions of Article 18 of Finance Law No. 50.22 for the 2023 fiscal year, which outlines the resources and expenditures of the Fund for the Modernization of Public Administration and Support for Digital Transformation and the Use of Amazigh.
The press release adds that this project aims to establish an incentive-based funding framework for various stakeholders—including public administrations, local authorities, contractors, public and private sector entities, associations, cooperatives, and training institutions— involved in implementing digital transformation projects, modernizing public facilities, and promoting the use of Amazigh. This will be achieved by providing financial support in the form of contributions or grants, the financing framework for which will be defined either through financing agreements following a prior review by a specialized ministerial committee or through direct agreements.
