بنوانس يدعو إلى تعزيز دعم البحث العلمي وتنويع مصادر تمويله

أكد؛ النائب البرلماني زكرياء بنوانس، خلال مداخلته في جلسة الأسئلة الشفوية المنعقدة اليوم الاثنين 26 يناير الجاري بمجلس النواب، والموجهة إلى وزير التعليم العالي والبحث العلمي والابتكار، أن دعم البحث العلمي وتنويع مصادر تمويله يشكلان مدخلا أساسيا لتعزيز السيادة العلمية للمملكة والارتقاء بمنظومة التعليم العالي.

وثمن بنوانس الإجراءات التي اتخذتها الوزارة في هذا المجال، لاسيما اعتمادها استراتيجية شاملة للفترة 2025-2028، بغلاف مالي يناهز مليار درهم، تروم تقوية البحث العلمي في عدد من المجالات ذات الأولوية الوطنية، بما يسهم في تثبيت مكانة الجامعة المغربية كمحرك للتنمية والابتكار.

وأوضح النائب البرلماني أن تحقيق الأثر الملموس لهذه الاستراتيجية داخل الجامعات والمعاهد المغربية يستدعي اعتماد حزمة متكاملة من الإجراءات، في مقدمتها الرفع التدريجي من الميزانيات المخصصة للبحث العلمي، وتحفيز القطاع الخاص على الاستثمار في هذا المجال، إلى جانب تشجيع البحث التعاقدي بين الجامعات والمقاولات والمؤسسات العمومية.

كما دعا إلى منح الجامعات استقلالية أكبر في تدبير اعتمادات البحث العلمي، مع تبسيط المساطر الإدارية والمالية المرتبطة بها، مؤكدا في السياق ذاته على أهمية دعم طلبة الدكتوراه وتحسين وضعيتهم الاعتبارية، وتوفير تكوين مستمر للأساتذة الباحثين في مجالات الابتكار والتصميم.

وشدد بنوانس على ضرورة تأهيل المختبرات والتجهيزات العلمية، وإحداث منصات بحث مشتركة، وتطوير الشراكات الوطنية والدولية، فضلا عن إحداث لجان داخل الجامعات تعنى بدعم البحث العلمي وتتبع تنزيل السياسات العمومية المرتبطة به.

وختم النائب البرلماني مداخلته بالتأكيد على أن الاستثمار في البحث العلمي يشكل رافعة استراتيجية لتحقيق التنمية المستدامة، وتعزيز تنافسية الاقتصاد الوطني، وترسيخ إشعاع المغرب العلمي على المستويين الإقليمي والدولي.
