بوعزة: البدائل التي يجب اعتمادها بخصوص زراعة القنب الهندي يجب أن يكون أساسها ثلاثية التقنين والتنطيق والتثمين

شاركَ، رئيس المجلس الإقليمي لشفشاون، السيد عبد الرحيم بوعزة، يوم الخميس 18 فبراير الجاري، في أشغال جلسة إنصات رقمية، مع لجنة خاصة تابعة للمجلس الاقتصادي والاجتماعي والبيئي، وذلك في إطار إعداد التقرير السنوي لهذه المؤسسة الدستورية حول موضوع: “زراعة القنب الهندي بالمغرب واقع الحال”.

جلسة الإنصات عرفت مشاركة عدد من الخبراء والأطر والمتخصصين. واستعرض خلالها بوعزة وجهة نظره بتفصيل، حول تطور النطاق الترابي والنوعي للمساحات المزروعة، والتأثيرات السلبية لهذه الزراعة على المجال البيئي وعلى استنزاف الموارد المائية.

كما عرج المتحدث على الانعكاسات الاقتصادية لهاته الزراعة من حيث رقم المعاملات والعائدات المحدودة لفائدة الفلاحين البسطاء، ووقعها السلبي من حيث مخلفاتها اجتماعيا: الفقر، الإقصاء، انتشار الجريمة وتعدد حالات الانتحار.

وفي نفس الإطار، قدم رئيس المجلس الإقليمي لشفشاون، مقترحاته العملية بخصوص البدائل الممكن اعتمادها لتجاوز هذه الزراعة/الظاهرة، وهي البدائل المبنية أساسا على ثلاثية التقنين والتنطيق والتثمين.
