حورية ديدي تطالب الوزير المكلف بالعلاقات مع البرلمان بتقييم العلاقة التعاقدية بين الجمعيات والقطاعات المانحة للدعم

أكدت عضو الفريق النيابي للبام حورية ديدي؛ أن العلاقة التعاقدية بين القطاعات المانحة للدعم وجمعيات المجتمع المدني المستفيدة لازالت تعاني من العديد من الإكراهات على الرغم من الأدوار الكبيرة التي تقوم بها.

وأبرزت المتحدثة في مداخلة وجهتها للوزير المنتدب لدى رئيس الحكومة المكلف بالعلاقات مع البرلمان يوم الاثنين 21 أكتوبر 2024، أن الجمعيات والمؤسسات المدنية شريك أساسي للدولة، ولذلك فهي تقوم بعدة مهام وأدوار متعددة ومتنوعة، كتسيير النقل المدرسي وتدبير مشاريع الماء الصالح للشرب وسيارات الإسعاف ونقل الأموات، وجمع النفايات في العالم القروي بالخصوص، وغيرها.

كما نقلت السيدة ديدي للوزير إسهامها في تأطير المواطنات والمواطنين عبر تنظيم ندوات فكرية وتأطيرية حول مواضيع متعددة، تعالج بعض الظواهر والإشكالات المجتمعية، بالإضافة للإسهام في الحفاظ على التراث المحلي وتثمينه عبر تنظيم مهرجانات ولقاءات ثقافية تعرف بالتراث المغربي وتشجع الحفاظ عليه.

واعتبرت المتحدثة أنه لتجاوز هذه الإكراهات في العلاقة التعاقدية يقتضي الأمر العمل على إنجاز تقييم للمشاريع المنجزة وأثرها على الساكنة، ومعالجة إشكالية تأخر صرف الدعم للجمعيات والذي يربك تاريخ تنظيمها للأنشطة الممولة، مع تدقيق مصاريف الجمعيات ضمانا للشفافية في استعمال المال العام، وإحداث اَلية محسباتية عمومية مكلفة بافتحاص الجمعيات وممتلكات أعضاء الأجهزة المسيرة للجمعيات.

كما اقترحت ذات المتحدثة إيجاد الحلول لمختلف النزاعات والخلافات بين الجمعيات والجهات المانحة للدعم، العمل على استشارة صاحب الاختصاص الأصلي أثناء صياغة اتفاقية تمويل المشروع.
