Yesterday, Friday, July 21, the Minister of Youth, Culture, and Communication, Mr. El Mehdi Bensaid, and the Minister of Digital Transition and Administrative Reform, Ms. Ghita Mezour, presided over a ceremony to sign a partnership agreement aimed at streamlining and digitizing the process for obtaining and renewing licenses for private daycare centers in Morocco.
In remarks made during a press conference following the signing ceremony, Minister Bensaid emphasized that “this agreement marks a new step toward streamlining procedures for investors and digitizing services to address the complexities that hinder investment in our country,” noting that “projects related to daycare centers are not only profitable investments but also social investments that create a space for children and play an important role, especially for working mothers.”

Mr. Bensaid said, “This step reflects the level of coordination among all branches of government to serve citizens, as committed to in the government’s program,” noting that the Youth Sector, given its responsibility for issuing licenses to establish these daycare centers, has found that a number of contractors are complaining about the length of time it takes to obtain licenses and the complexity of the process.
For her part, Ms. Mezour noted that this agreement is significant because it came about after diligent efforts to identify the challenges faced by investors, through regional meetings held across the Kingdom. She explained that streamlining and digitizing the process for establishing incubators is an important and ambitious step toward opening up opportunities for investors in this sector.
The government official noted that the aim of this agreement is to reduce the number of administrative documents and processing times—from the submission of an application to the issuance of a license—emphasizing that a roadmap has been developed for a work program that will help accelerate the implementation of the agreement in the medium and long term, with a view to facilitating all conditions that encourage investment by leveraging digitalization in this area.
