هذه وصايا النائب واعمر لوزيرة الاقتصاد والمالية لإصلاح منظومة الصفقات العمومية وتحسين تدبير الطلبية العمومية

ثمن النائب البرلماني عبد الرحيم واعمر، عاليا إصدار الحكومة للمرسوم رقم 2.22.431 في 15 شعبان 1444( 8 مارس 2023) المتعلق بالصفقات العمومية الذي انصب أساسا على مساطر تفويت الصفقات وعمليات المراقبة، من شفافية وفعالية وتبسيط للمساطر وتسهيل لولوج المقاولات الصغرى والمتوسطة إلى الصفقات وتحسين الطلبية العمومية وتدعيمها باعتبارها رافعة قوية للسياسة الاقتصادية ودعم فرص الشغل وحماية البيئة وكذا التنمية المستدامة، ولتحقيق ذلك تم إحداث اللجنة الوطنية للطلبيات العمومية.

وأوصى النائب البرلماني في مداخلة وجهها لوزيرة الاقتصاد والمالية خلال جلسة الأسئلة الشفوية المنعقدة يومه الاثنين 28 أكتوبر 2024، أنه من أجل إحداث أثر إيجابي لإصلاح منظومة الصفقات العمومية على تحسين الطلبية العمومية للرفع من القدرة التنافسية للمقاولات الوطنية؛ واستثمار خصوصيات وقدرات العرض المحلي مع دعم هذه الأخيرة عبر التشجيع على التجديد والاستثمار في البحث والتطوير.

ودعا النائب البرلماني لإعداد دراسة تقييمية لآثار الصفقات العمومية على الاقتصاد الوطني؛ مع دعم ولوج فاعلي الاقتصاد الاجتماعي والتضامني، وخاصة التعاونيات إلى بعض فئات الصفقات العمومية، وتقوية آليات تمويل الطلبيات العمومية بالنسبة للمقاولات المغربية، لاسيما المتوسطة والصغرى منها، وتشجيعها على تجاوز صعوبات تمويل الصفقات العمومية، بواسطة آلية التسبيقات والدفوعات.
