وزير العدل والمندوب السامي للتخطيط يوقعان اتفاقية تعاون في مجال الإحصائيات الجنائية والدراسات الاستقصائية

وقع وزير العدل، السيد عبد اللطيف وهبي، والمندوب السامي للتخطيط، السيد شكيب بنموسى، يوم الاثنين 21 يوليوز بالرباط، اتفاقية تعاون استراتيجية تهدف إلى ترسيخ تعاونهما في مجال الإحصائيات الجنائية والدراسات الاستقصائية حول الإيذاء وتعزيز القدرات الوطنية في مجال التحليل الكمي للجريمة.

هذه المبادرة التي تندرج في إطار التوجيهات الملكية السامية المتعلقة بتطوير سياسة جنائية جديدة ومستبصرة، أهداف التنمية المستدامة لاسيماالهدف 16، تعكس الطموح المشترك للمؤسستين لتعزيز نهج قائم على بيانات موثوقة وعلمية وقائمة على الأدلة لخدمة العدالة والأمن.

وتهدف اتفاقية الشراكة إلى وضع إطار للتعاون بين المندوبية السامية للتخطيط والمرصد الوطني للإجرام لتطوير نهج علمي متكامل في مجال الإحصائيات الجنائية، من خلال: التوحيد المنهجي للإحصائيات الجنائية الوطنية وفقا للمعايير الدولية، باستخدام الخبرات المتكاملة للمندوبية السامية للتخطيط في المنهجيات الإحصائية والمرصد الوطني للإجرام في التحليل الجنائي؛ وتطوير الدراسات الاستقصائية حول الإيذاءالمطابقة للمعايير الدولية لحل إشكالية “الرقم المظلم” للجريمة، مع الإنجاز التشاركي للبروتوكولات والنشر المشترك للنتائج؛
كما تهدف الاتفاقية لإنشاء نظام معلومات متكامل مع دمج الإحصائيات الجنائية في النظام الإحصائي الوطني وتطوير لوحات قيادة مشتركة بما يتماشى مع الاستراتيجية الوطنية للتحول الرقمي؛ وإنجاز دراسات متخصصة حول الظواهر الإجرامية من خلال البحوث الموضوعاتية والتحليلات الترابية وتقييمات الأثر وفق برمجة متفق عليها ؛ وتعزيز القدرات من خلال برامج التكوين المتخصص وتطوير الخبرات النوعية وتنسيق الأنشطة الدولية عبر الشبكات التشغيلية لكل مؤسسة.

كما تندرج هذه المبادرة ضمن رؤية استشرافية تهدف إلى تزويد المملكة بأدوات علمية حديثة لفهم الظواهر الإجرامية بشكل أفضل واستباقها.
