Faiq explains to Minister Aouisha the injustices faced by educators—both men and women—on Pay Scale 1

Abdelhak Faik, a member of the Authenticity and Modernity Group in the House of Representatives, asked an oral question of Idris Aouicha, Deputy Minister to the Minister of National Education, Vocational Training, Higher Education, and Scientific Research, regarding the injustice and unfairness suffered by 14,000 primary and middle school teachers who were excluded from the adjustments made by the ministry through certain decrees related to the promotion system.

The MP said in a statement addressed to the Minister Delegate to the Minister of National Education, Vocational Training, Higher Education, and Scientific Research during the oral question period held on Monday, February 8, 2021, (he said) “How do you justify the fact that certain cohorts, through Decree No. 19-02 issued on June 25, 2019, benefited from a direct promotion of six years’ seniority with retroactive financial and administrative effect, while the Ministry ignored the situation of other cohorts who have spent 14 to 17 years in the profession?”

The member of parliament added, asking: “Minister, how do you justify allowing graduates of the 10th pay scale, starting in 2013, to be promoted to the first grade after a maximum of 14 years of service, while teachers in this category are required to have 28 years of service to qualify for this grade, even though they perform the same duties?”

Fayek continued in his remarks, “You spoke of the psychological and social stability of this group. I want to understand how a teacher who has taught for 14 years and earns 6,000 dirhams will feel when, in the same department, there is a student teacher earning 10,000 dirhams. Where is this psychological stability?” pointing out that the policy adopted by this ministry is one of “disparity among teachers in the same sector and the same ranks,” while expressing the hope that this problem will be addressed through concrete measures and convincing answers regarding the arbitrary manner in which this issue is being handled.
