International conference – HRNC tackles in Marrakech the topic of «mechanism of torture prevention”

Human Rights National Council – national mechanism for the prevention of torture, organize in cooperation with South-African commission for human rights, an international conference on the topic “practice of national and African mechanisms for torture prevention: Challenges and emerging opportunities”, on June 23 & 24, 2023 at 8:30 in Marrakech.

This international conference, which has come within the framework of the HRNC commemoration of the 75th anniversary of the Universal Declaration of human rights, tackles strategies susceptible to strengthen networking and cooperation aimed at improving those national and African mechanisms effectiveness and exchanging ideas and experiences among them and between different actors, including UN sub-committee for torture prevention, the EU council committee for torture prevention, the international Red Cross committee, the association for torture prevention as well as international experts.

Discussing challenges and convenient solutions

The international conference, which will see the participation of national and African mechanisms for torture prevention, and of national institutions of human rights, experts and representatives of international organizations and networks, aims at examining legal and institutional challenges, developments linked to torture prevention in many African countries, and also to discuss convenient challenges and solutions, and finally current practices and opportunities.

The conference five sessions will offer an opportunity to tackle structural complex challenges facing national and African mechanisms of torture prevention such as limited resources, legal problems and possible constraints. There will be various interventions during the conference which will aim at highlighting the best practices, innovative approaches and means of cooperation between national mechanisms for torture prevention and other partners at the continental and international level. The last session will be devoted to the presentation of a final document summing up essential points and the conference recommendations

The conference will be opened by Mrs. Amina Bouayach, HRNC president and Mr. Andrew Christoffel Nessen, member of the human rights commission-national mechanism for the prevention of torture in South Africa, Mr. Rémy Ngoy Lumbu, president of the African commission for human rights and peoples, Mr. Hamid Slum Diakati, member of the UN sub-committee for the prevention of torture and Mr. Mohamed Al- Dakhisi, central director of judiciary police from the General Directory of National Security in Morocco. Mr. Joseph Whittal, human rights and administrative justice commissioner will preside over the good management of the conference works.
