On Sunday, May 17, 2020, Member of Parliament Thawriya Faraj submitted a written question to the Minister of Health inquiring about the practical measures to resolve the issue of delays in regularizing the administrative and financial status of nurses and technicians who meet the requirements for promotion to the exceptional grade, and the measures he will adopt to put an end to the Ministry’s policy of procrastination and delay and to enable this group to exercise their rightful entitlement to promotion.
MP Faraj added that the social dialogue in the health sector concluded that nurses and health technicians must be treated fairly as a first step toward advancing the health sector, rather than subjecting this group to the systematic marginalization and exclusion they currently face, emphasizing that, to date, the administrative and financial status of those who meet the conditions for exceptional grade promotion has not been resolved, in accordance with Decree No. 2.17.537 dated September 29, 2017, published in the Official Gazette under No. 6616 dated 2017.10.26 regarding the special statute for nurses, and in accordance with Circular No. 12 DRH 2018 dated March 12, 2018, concerning the implementation of the provisions of the decree on the special statute for nurses and health technicians.
In this context, the PAM party MP explained that the integration process for this group has faced an unjustified delay since the publication of the aforementioned decree, as only about 48% have benefited from it. She noted that the implementation of the two-year grace period provided for in Article 27 has not yet begun, which will lead to further delays in resolving the administrative and financial status of this segment of Ministry of Health staff, who have consistently given their all for the health of citizens in all areas, including the fight against epidemics, despite the constraints facing the sector.
