Minister Ghita Mezzour: The new social agreement will be at the level of public sector employees’ expectations and will basically improve purchasing power of this category

Minister delegate in charge of Digital Transition and Administrative Reform, Mrs. Ghita Mezzour has confirmed, in an interview conducted by MAP, that the new social agreement between the government, trade unions, CGEM and the Moroccan Confederation for Agriculture and Rural Development, will be at the level of public sector employees’ expectations and will basically help improve purchasing power of this category.

Minister delegate Mrs. Mezzour stated that “First, I highly applaud the government President, trade unions, CGEM, and the Moroccan Confederation for Agriculture and Rural Development for their serious and responsible nationalistic spirit which is considered as the embodiment of supreme royal orientations that call for reinforcing national effort to implement the foundations of the social state. I also seize this opportunity to present my special congratulations on the occasion of labor day to all employees, women and men, who are endeavoring with dedication, sincerity and self-denial to serve the nation, its development and its prosperity, and also to all workers, women and men, for their contribution to our country’s development and progress.”

Actually, the meeting of the higher commission for social dialogue under the presidency of the government President has come today to crown a series of meetings and sessions about social dialogue we have initiated with many social partners, as our goal was to make successful the social dialogue round considered as the first of its kind in the process of implementing the new development model in accordance with His Majesty King Mohammed VI supreme royal vision.

For the sake of improving the public sector employees’ purchasing power, we have committed ourselves to increase minimum salary in the public sector to MAD 3.500 net to improve financial conditions of employees at lower grades and the measure will come into effect starting from September 1, 2022.

We have also committed ourselves to review the tax on income system
and to drop out grade seven for administrative assistants and assistant technicians as a mechanism to improve their condition; after dropping out grade 5 in 2016 and adding grade 9 the beginning of 2022, grade 7 will be dropped out starting from January 2023.

Regarding job promotions, it was decided to rise promotions grade from 33 % to 36%; the fact which will help a number of employees to benefit from promotion every year.

The Minister delegate said that “we cannot talk about improving purchasing power of employees in the public sector without ignoring social services and so family compensations for the fourth, the fifth and the sixth child will be increased from MAD 36 to MAD 100 per month.

A package of new legislative and organizational measures will be reinforced which will enable employees to be protected from the impacts of sicknesses, accidents, inability and complete impotency or death.

For the first time in in our country and in strengthening equality, a fatherhood leave permission will be implemented for a 15 days period on paying basis out of consideration for common responsibility shouldered by Moroccan families in national law; the principle was endorsed by His Majesty King Mohammed VI and implemented by the family status; we will start preparing this bill to be submitted later on for adoption”.

Minister delegate Mezzour said “As I have said previously, the agreement is historical and we are serious about implementing it with a collective integration to support the pillars of the social state. We have agreed upon a number of regulations and provisions about professional competencies, and evaluation of sustainable training system. The Ministry of Digital Transition and Administration Reform is fully integrated in making successful and implementing the clauses of this agreement regarding the public sector as soon as possible for the sake of improving professional experience of employees.”
